If you are wondering what's up with the Active users area...right above "Who is viewing this thread?", then you are....correct to wonder.

I have just finished a mod that I call.."Active users in thread".

We, the staff have decided to implement this mod into these forums.  Doing so you are able to see who is subscribed to your threads and who is subscribed to other threads.  It is much much better to know WHO has posted than it is to know that there 15 pages worth of posts.  IMHO.

Scared you in an immediate and surprising way, like "Someone jumped out of the closet and I screamed like a little girl and I'm not sure, but I think soiled myself" way, or was it more of an impending doom sort of way, like "Oh crap, my girlfriend is 2 weeks late dammit I knew I should have pulled out" way?

Yeah, mods.simplemachines.org. They approve mods manually before they're made public. It was a link for downloading the modification.
