I know it's not PHP, but thought this is the closest match for a forum.

In Tiny MCE, it works exactly as it should in Google Chrome, but in Internet Explorer 8, only the last text area of the form displays the edit box. Is there a way of turning the edit functionality on or off at will?

Try Ckeditor its good that TinyMCE and works well in IE too :)

No, other than this small issue, I'm more than happy with tiny. I don't really want to start from scratch getting used to something.
