using an offset

I need the following format for dat and time:

 

date("Y-m-d H:i:s");

 

Now, I know the time offset and want to adjust the above.  Let's say the GMT time offset is 1.  How do I adjust it using the code above?

 

I tried as an example

date("Y-m-d H:i:s",3600);

but that adjusted the time by 8 hours!
