How can I change this into an UPDATE, not INSERT ..?

Hello:

 

Can someone give me some insight on how to be able to not just add (INSERT) a photo and photo description with the following code, but also how to add the ability to UPDATE (if the user wants to replace a photo or adjust the photo description):

The tutorial says to edit a photo, simply add:

function edit_photo( $photo_id, $new_caption, $new_category )        <br>

But I can not figure out how to call that function.

 

Anyone help me out?
