writing text file - won't then download

Writing a text file in php. File is created apparently okay and appears in the directory. But cannot then download it (but can open it in Dreamweaver if just using local test server). Does some kind of EOF character need to be written to the file (I'm just guessing). Simple example:

<div id="mainContent">

<?php

$list="abcdef";

$cellfile=fopen("celltext.txt",'w') or die("Failed to create file");

fwrite($cellfile, $list) or die ("Could not write to file");

fclose($cellfile);

?>

<p><a href="cellfile.txt">Download</a> cell text file</p>

</div>

Clicking the link yields 404 File not found (even though it's there).
