image not uploading

This site was moved over from one server to another server. The image upload function was working fine on the old server, but when the files etc. were moved over to the new server, this is the resulting error when trying to upload an image:

HTTP Error 500 (Internal Server Error): An unexpected condition was encountered while the server was attempting to fulfill the request.

This is what I generated in Chrome (using developer tools):
